This year is the 64th Annual Assessors School held by the MAAO in conjunction with the Department of Revenue, at the University of Massachusetts Campus Center, Amherst, during the week of August 5 - 9, 2019. The MAAO Education Committee presents to you the following program that will guide you through the various “Steps to Professionalism" as you increase your knowledge of the Assessing Profession. The Education Committee has dedicated a great deal of time and effort to plan and execute a variety of programs of the highest level possible. We believe it will be of great benefit to all.

Pre-registration is mandatory, as classroom space must be reserved and materials ordered. Registrations MUST be completed by July 22, 2019, to avoid a late fee. Cancellation Policy
: Attendees cancelling their registration before the close of business on July 29 will receive a full refund of their fees less a $60.00 cancellation-processing fee and any administrative fees. No refunds will be granted for cancellations received after July 29, 2019.

  • Registration: If you created an account with us last year to register you should use the same login and password this year! If you did not attend within the last few years you will need to create an account. This is not the MAAO website: you will login with the UMass Conference Services Registration Office system (Iris Registration). Click Register Now to login (click "Forgot your password?" if needed) or create an account.
  • Conference check-in: Week-long conference registration will take place on Monday morning only, August 5, 8:00 a.m. to 9:00 a.m.  on the first floor of the Campus Center. Please try to be there early in order for us to begin the welcoming session on time. Late registrants and one day registrants will have to go to the 8th floor Conference Registration Office to register (room 810), available from 8 a.m. - 5 p.m., Monday - Friday.   • Room Reservations: A block of rooms is being held at Hotel UMass for a discounted rate of $135.00/night (plus fees). To complete a reservation contact the hotel (877-822-2110) and stipulate that you are with the Assessors Association (use code MAS19C). Rooms at this discounted rate will only be available until July 12, 2019, or until space fills, so early reservations are strongly recommended. DO NOT send payment for your rooms with the school registration form: payment for your registration and your hotel stay must be made separately. 
  • Parking Pass: If you are registered for a room at the hotel you will receive a parking pass for the garage at hotel check-in. If you are not registered at the hotel you will receive a parking pass for the garage at the conference registration desk. For GPS purposes the Campus Center Parking Garage is located at 1 Campus Center Way in Amherst, MA 01003.
  • Corn Hole: Again this year we will be holding a “Corn Hole” Tournament during our Wednesday evening dinner on the patio. Please join us for an exciting, fun and competitive event. There will be food, beverages and relaxation. Your ID Badge is your admission. You can register as a team or individual, all are welcome to play!
  • Calculators: Calculators may be necessary in all courses, not cell phone calculators, and please bring #2 pencils for the Exam.
  • Update on Lunch: This year lunch will again be available via meal cards. However, the Blue Wall will be closed due to some emergency maintenance so these meal cards will instead be valid at a variety of other retail locations in and around the Campus Center. Lunch options on the 2nd floor concourse will include Harvest Market, People's Organic, and boutique versions of Greenfields (salads), Deli Delish (sandwiches), Tamales (rice bowls, burritos) and Wasabi (sushi, poke bowls). Meal cards will also be accepted at Baby Berk, one of our food trucks that will be stationed just outside of the Campus Center (exit near Harvest). Lastly, we will be offering a buffet in the Campus Center Auditorium each day (payable by meal card). MAAO Re-certification Credit: In order to receive re-certification credit for attending a course, the participant must attend the entire course or workshop. No partial credit will be given for attending part of a course or workshop. Each subject in the Specialty Course will be treated as a separate course. Arriving more than ½ hour after the start of class will result in no credits being awarded. MAAO Course 6 is a now required for all new the MAA, RMA, and CMA designations as of July 1, 2019. MAAO is moving towards offering IAAO Courses, therefore, this Annual School, as well as any future offerings, will include IAAO 101, 102 or 201 as replacements for MAAO Courses 1 (IAAO Course 101 or 201), 2(IAAO Course 101 or 201) & 3 (IAAO Course 102).

DOR COURSE 101 - Canceled
DOR Course 101 is sponsored by the MASSACHUSETTS DEPARTMENT OF REVENUE as the basic course in Assessment Administration, Law, Procedure, and Valuation. This Course runs Monday through Thursday with an online exam administered through Gateway. This course is limited to 45 students, at the request of the Department of Revenue and a minimum of 15 student will be required in order for this course to be offered. This course is approved for 18 MAAO recertification credits and has been approved for 33.5 hours of DPL appraisal credits. Please note: this course is available online for free on the DLS Gateway but that you must be a part of the Local Officials Directory in order to have access to the course.

MMAO COURSE 2 - PRINCIPLES OF ASSESSING PROCEDURES
MAAO Course 200 – Principals of Assessing Procedures is our own course dealing with the Assessors administrative responsibilities, in addition to Appellate Tax Board procedures. The course is taught by MAAO members and is an in-depth explanation of our everyday practice. It is a course necessary to the new Assessor and useful to the experienced Assessor as a review. This course is approved for 34 MAAO recertification credits and has been approved for 34 hours of DPL appraisal credits.

IAAO COURSE 101 - FUNDAMENTALS OF REAL PROPERTY APPRAISAL
(MAAO is accepting this Course in replacement of MAAO Course 1 OR Course 2) This course is designed to provide students with an understanding and working knowledge of the procedures and techniques required to estimate the market value of vacant and improved properties. This course concentrates on the skills you need to estimate the market value of properties using two approaches to value: the cost approach and the sales comparison approach. For more information about this course, please review the Course Information Packet. Recommended additional textbook: IAAO Property Assessment Valuation (PAV) (3rd edition) at an additional fee beyond the SRM provided with your registration. IAAO COURSE 102 - INCOME APPROACH TO VALUATION
(MAAO is accepting this Course in replacement of MAAO Course 3) This course is designed to provide students with an understanding and working knowledge of the procedures and techniques required to estimate the market value of vacant or improved properties by the income approach. This course covers real estate finance and investment, capitalization methods and techniques, analysis of income and expenses to estimate operating income, selection of capitalization rates, and application of the approach. MAAO COURSE 4 (MBREA COURSE REA-1A) - NARRATIVE REPORT WRITING
MAAO Course 4 (MBREA Course REA-1A) - Narrative Report Writing will lead the student through the process of writing a narrative appraisal report for both a residential and non-residential property. The course will review techniques and valuation methods used to arrive at a final estimate of value. MAAO Course 4 would be helpful to any assessor or appraiser who has to write or review narrative appraisals and is a must for the assessor who is interested in writing a demonstration appraisal for their RMA or CMA designation. It is also a requirement for the RMA and CMA designations.

MAAO COURSE 5 - MASS APPRAISAL OF REAL PROPERTY - Canceled
MAAO Course 5 – Mass Appraisal of Real Property is designed to lead the student through the process of mass appraisal of real property both residential and non-residential. In MAAO Course 5, discovery, listing, and valuation will be discussed. Our other courses have been directed toward single property appraisal. This course applies those principles to a great mass of properties.

MAAO COURSE 6 - VALUATION ADMINISTRATION
MAAO Course 6 –Valuation Administration is a course developed by the MAAO to expand on the procedures that are necessary to perform accurately and professionally the primary function of our profession, the administration of the development of values and meeting the requirements of state certification. Doing it right is not only necessary to satisfy the BLA requirements but to satisfy and instill confidence in the taxpayer. This course is intended to guide you or to reassure you that you are doing it right. As of July 1, 2019, this Course IS REQUIRED to obtain a Designation.

While there are no standards for residential data collection in Massachusetts, there are best practices that all Assessing departments can follow to ensure consistency and accuracy of their data when calculating valuations. The traditional method of assessing the personal property of locally assessed utilities (class 504) is one that has been challenged successfully by several municipalities at the ATB and the court system. This trend of using an alternative method has led to significant increases in valuation of these accounts. The Bureau of Local Assessment will institute changes in the near future on this topic. This session will provide an opportunity to learn about these changes and will also provide some guidance and practical steps on how to comply with BLA’s changes; how to collect and review the additional data needed and how to build a model used to calculate RCNLD; and, The Division of Local Services will provide an overview of the release of Legal Finance Opinion (LFO) 2019-1; the DLS release of a Form of List for FY2021“T &D” electric and gas and the process State Tax Form 2-504-G (Gas Companies) and State Tax Form 2-504- E (Electric Companies); as well as a discussion on FY2021 Communities Certification year, the substantiation of the valuation position and how to it can be reported.

The process of assessing and collecting real estate taxes is really like a relay race in which the Assessors, Collector, Treasurer and Custodian of Tax Possessions each run a leg of the race. As with any successful team relay effort it is essential that each leg of the race be run effectively, and that the baton be handed off cleanly to the next team member. During this program we’ll discuss the entire real estate tax collection process from assessment through collection and discuss the role the Assessors play in running the first leg of the race. We’ll also discuss best practices to allow the Assessors to cleanly pass the baton to the Collector, and the impact of decisions the Assessors make at the start of the race on the success subsequent legs of the race.

This program will discuss the goals of the Developer & Municipalities when negotiating Solar PILOT Agreements, various valuation methods, impacts of Solar Arrays on New Growth, and important Solar PILOT provisions. We’ll also discuss the Commonwealth SMART program which is the current solar development subsidy program. There will be opportunities for question and answer.

Real Estate Law continues to develop to allow new and sometimes confusing ways to own property. However, no matter how complex the real estate transaction, it is really just a bundle of sticks, where each stick represents a property right. Assessors face the daily task of interpreting these real estate conveyances so that the property parties can be assessed. This program will discuss the basics of property ownership and basic trusts, both the Recorded land and Registered Land, and through numerous examples of recorded deeds and trusts, help Assessors become even more comfortable as they determine whom to assess.

Conference Location
The conference will be held in the University of Massachusetts Amherst Murray D. Lincoln Campus Center. Classes will be held on the 1st floor, 8th floor, and 9th floor. Registration will be held on Monday, August 5, from 8 - 9 a.m. on the 1st floor concourse, outside of the Campus Center Auditorium. Parking

Campus Center Parking Garage: Complimentary parking is available in the Campus Center Parking Garage. For GPS purposes, the garage is located at 1 Campus Center Way, Amherst, MA, 01003 (click here to obtain directions from your location). Campus Center Way is off of Commonwealth Avenue, across the street from the Mullins Center. After turning onto Campus Center Way stay to the left to go up the hill. You will see the garage entrance on your right. Take a gate tickets and park. We recommend following the Hotel UMass/Campus Center signs down to park on Level 2, where there is a marked entrance into the Campus Center. Alternatively, you can park on any level and use the Northeast or Southeast Stairwells to gain access to outdoor campus paths that lead down to the Campus Center.

Reminder: the Campus Center Parking Garage is now automated! 

If you are a commuter, take a gate ticket, park, and bring your gate ticket in with you. When you check-in at the registration desk you will be provided with a parking coupon for each day of the program. As you leave each day you will need to stop at a pay station. Enter your gate ticket in the pay station and, when prompted, scan the QR code on the parking coupon. This will validate your gate ticket. As you drive out of the garage enter your validated gate ticket to raise the gate. 

If you are staying at Hotel UMass, take a gate ticket, park, and bring your gate ticket in with you. You will pick-up your programming materials at the registration desk, but you will receive your parking pass when you check-in at the hotel (available after 3 p.m. on your day of arrival). At hotel check-in give the desk clerk your gate ticket - they will then validate your gate ticket for the duration of your stay. You will not need to stop at a pay station.

From the South, via I-91 North
Take Exit 19 in Northampton. From the exit ramp, stay to the right to merge onto Route 9. Travel approximately 4.5 miles to Route 116 North. Turn left onto 116 and go one mile to the UMass Exit. Stay to the right as you exit to merge onto Massachusetts Avenue. Take a left at the second set of lights onto Commonwealth Avenue. Travel on Commonwealth Avenue until you reach the first set of lights - you will see the Mullins Center, the large sports/entertainment complex, on your left. At the lights take a right onto Campus Center Way, staying to the left to go up the hill. The garage entrance will be on your right.


From the North, via I-91 South

Take Exit 25 in Deerfield. At the end of the ramp turn left onto Routes U.S. 5/10/116. Follow until the lights and then turn right to stay on 5/10/116. Go one mile and turn left onto Route 116 South. Follow Route 116 South for eight miles to the UMass exit. Turn left at the stop sign. Take a left at the second set of lights onto Commonwealth Avenue. Travel on Commonwealth Avenue until you reach the first set of lights - you will see the Mullins Center, the large sports/entertainment complex, on your left. At the lights take a right onto Campus Center Way, staying to the left to go up the hill. The garage entrance will be on your right.


From the North, via I-93 South
Follow I-93 to I-495 South. Follow to Route 2 West. Continue on Route 2 to U.S. 202 South. Follow for about 15 miles to the blinking light at the Pelham exit marked “Route 9 and 116 Amherst.” Turn right and follow for seven miles to Amherst center. Turn right onto North Pleasant Street. Stay on North Pleasant Street until you arrive on campus. Stay left to turn onto Massachusetts Avenue. Follow Massachusetts Avenue until the first set of traffic lights. Turn right onto Commonwealth Avenue. Travel on Commonwealth Avenue until you reach the first set of lights - you will see the Mullins Center, the large sports/entertainment complex, on your left. At the lights take a right onto Campus Center Way, staying to the left to go up the hill. The garage entrance will be on your right.


From the East or West, via I-90
Travelers have a choice of four routes:

  • Off Exit 8 (Palmer/Ware): Follow Route 32 South to Palmer. Take Route 20 West to Route 181 North into Belchertown. Turn onto Route 9 West to Amherst. Follow Route 9 through the center of Amherst. Take a right onto University Drive. Travel to the end of University Drive and take a right onto Massachusetts Avenue. Get into the left lane and take a left onto Commonwealth Avenue. Stay in the right lane and at the first set of lights turn right onto Campus Center Way. Follow signs to the Parking Garage.
  • Off Exit 7 (Ludlow): Follow Route 21 North to U.S. 202 North to Route 9 West to Amherst center. Travel through the center of Amherst. Take a right onto University Drive. Travel to the end of University Drive and take a right onto Massachusetts Avenue. Get into the left lane and take a left onto Commonwealth Avenue. Stay in the right lane and at the first set of lights turn right onto Campus Center Way. Follow signs to the Parking Garage.
  • Off Exit 5 (Chicopee): Follow Route 33 North to Route 116 North to Amherst center. Turn left at the light onto Route 9 West. At the bottom of the hill stay in the right lane and take a right onto University Drive. Travel to the end of University Drive and take a right onto Massachusetts Avenue. Get into the left lane and take a left onto Commonwealth Avenue. Stay in the right lane and at the first set of lights turn right onto Campus Center Way. Follow signs to the Parking Garage.

On-Campus Lodging: Hotel UMass
A block of discounted rooms is being held for school attendees at Hotel UMass for $135.00 per room, per night (plus applicable fees). Rooms are only available at the discounted rate for the nights of August 4 through August 8 - rooms outside of these dates will cost the regular hotel room rate. Space is limited so please be sure to reserve your room early. Attendees should contact the hotel directly by July 12 and reference group code MAS19C to make a reservation. After July 12 any rooms still available in the block will be released. We are aware that July 12 is a tight date but the hotel will allow guests to make a reservation by providing a credit card which will hold the room. This card will not be charged and you will still be able to submit payment by check prior to your arrival. This means that guests may provide a card number to hold their room reservation now and submit payment by check after the new fiscal year. Please click here to make your reservation online or call 877-822-2110. 


Off-Campus Lodging

The Amherst area is home to many hotels, motels, inns, and bed & breakfasts. A variety of large chain hotels are located a 5 - 10 minute drive from the UMass Campus on Russell Street (Route 9) in neighboring Hadley. Looking for something a little different? Amherst, Northampton, and the surrounding area are home to many lovely inns and bed & breakfasts, many within a 10 - 20 minute drive of campus. To help plan your visit keep in mind that the University of Massachusetts campus is a 10 - 15 minute walk or 5 - 7 minute drive from the center of Amherst, and a 20-minute drive from the center of Northampton. The area is popular with vacationers in the summer, so we encourage you to complete your reservation as soon as possible. Some popular options are below and a full listing is available here.

This year all attendees will be provided with a meal card pre-loaded with lunch swipes for each day of attendance. Due to emergency maintance the Blue Wall will be closed, but there are many other options in and around the Campus Center that will accept these meal cards. Visit http://www.umassdining.com/locations-menus/campus-center for more information. Attendees will also be provided with a detailed dining sheet at registration. It should be noted that you will be responsible for your lunch meal card. If lost, misplaced, or forgotten at home we will NOT replace it.


Campus Center 2nd Floor Concourse
Harvest Market, located on the main concourse of the Campus Center, is a full service market serving healthy, sustainable, and delicious fare for our on the go customers. The hot bar features Indian, Ethiopian, traditional American, and many other world cuisines, and the salad bar is always stocked with in-season ingredients and freshly prepared composed salads. Additional highlights include a Chobani yogurt bar, all natural and organic snacks, local cheeses and deli meats, grab-and-go salads and sandwiches, and a made-to-order juice and smoothie bar. A boutique version of Wasabi is now serving sushi and poke bowls from the back of Harvast.

Need a quick pick-me-up or caffeine fix? People's Organic Coffee, located on the main concourse of the Campus Center across from Harvest Market, serves People's Organic Fair Trade coffees, as well as a variety of specialty coffee beverages, organic teas, locally baked pastries, fresh cookies, salads and paninis.

Although the Blue Wall is closed, some of our favorite stations have set up boutique pop-up versions on the 2nd floor concourse! Order from Greenfields (salad) and Deli Delish (sandwiches) by stopping by one of these boutiques, located to the left of People's Organic. Tamales (rice bowls, burritos) is set up next to Harvest, in between Harvest and the UPub.


Campus Center Auditorium Buffet
Meal cards will also be valid for the Campus Center Auditorium Buffet, located in the Auditorium down on the 1st floor. This buffet will feature a new menu each day, likely to include soups and sandwiches one day, a BBQ buffet another, and an Asian themed buffet for another. Additional details and menus will be available at registration.


Food Truck
One of our Food Trucks, Baby Berk, will be stationed outside of the Campus Center (exit near Harvest) for the duration of the program. Meal cards will be accepted. Baby Berk's menu features a variety of burgers, antibiotic free fried chicken, natural cut fries, onion rings, and much more. Click here to take a look at the menu.

Reference the name of all attendees being paid by the check so we can apply payment to the correct account. Payments received/postmarked after July 22, 2019, will be assessed a $40.00 late fee: please register and submit payment promptly!
